   I want to add a forum to my site. Is there a widget on wp.com? or do I have to self-host at wp.org and add a plugin?

   There is no forum that you can embed into a free hosted WordPress.com blog. You have three free options: http://onecoolsitebloggingtips.com/2012/04/23/wordpress-com-forum-options/
