Does WordPress.com allow its users to post frappr.com map on their blog? (ie just post the banner that to frappr.com's map). I wanted to do that since I think it should be interesting to have map on my blog and then my readers can share info with me and other readers about where they are living in this world.

Nope.
It uses Flash which is stripped out for security reasons here.
There's the Platial Map Widget (dashboard - presentation - widgets) that you can try out. I've never used it so you'll have to so some reading on your own.

I can't speak to policy issues. I doubt that it would be a problem, but drop support a note through your dashboard (of if it's closed. email support at wordpress dot com) .
