I am trying to organise parent pages on my site but for some reason it does not seem to be working. Could it be the theme or am I missing something.

Are you setting the page order in the attributes module in the page editor?

Not at them moment. Do I need to link 2 pages to a blank page?

If you want a different order to the tabs in the top navigation, you have to set the page order. Open each page in the editor and in the "attributes" module, assign a page order number to each page that puts them in the order you want. The "home" page button will always be first in line.
