Hosting is free on WordPress.COM.
Mapping a domain name (registered somewhere, including at godaddy or any other number of other places) is not as expensive as paying for a domain name and hosting somewhere (hosting at godaddy for example).
Here is information about domain mapping:
http://en.support.wordpress.com/domains/all-about-domains/
You can pay for the domain upgrade ($18 per year) to register a domain name and keep your blog / site hosted for free here on wp.com. The fee for the domain name means your URL will be http://YOUR_NAME_OF_CHOICE. com (or .net or other designations.)
You can use that name with free hosting here on wp.com
You are still restricted to the Terms of Service here:
See this notice: http://en.support.wordpress.com/domains/register-domain/#before-upgrading-important-notes
Same Rules Apply – The Domain Mapping Upgrade does not enable the permission to use advertising, any kind of prohibited code, or upload additional themes or plugins. With the upgrade, your blog will still be hosted here at WordPress.com, which means that you will not have FTP access to your files and you will still be required to abide by our Terms of Service.
If you do not like the Terms of Service on wp.com, then you should pay for hosting your site elsewhere, like at godaddy or other hosting companies. You will also need to buy your domain name.
The key bit of information you need is that there are different flavors of WordPress and they are separate and each has distinct rules and costs:

Why would you choose wordpress over godaddy.com ... Hmmm lets think now, godaddy nailed wiki-leaks, wordpress servers are more reliable than godaddy with better security, anonymous proved that ,wordpress support free speech, wordpress has a ethos, the dashboard is easy to use, its prices are good, hows that for reasons?
Oh and I Almost forgot , you get wonderfull support and make new friends and discover new blogs by using forums like this :))
