If I purchased the Guided Transfer to switch from WordPress.com to WordPress.org, does this ensure that my CSS customizations will transfer over to .org? Does a Happiness Engineer take care of that? I am really concerned about this because I have quite a few CSS customizations...

Does this mean my blog should look exactly the same as on wordpress.com? I am currently using the Delicacy theme (which I have greatly customized), and I see that wordpress.org has the Delicacy theme as well (it's very slightly different though, so that's why I ask).
Also, does the Guided Transfer include the cost of hosting? Because I already purchased a one year hosting plan because I thought I could transfer everything myself....
I was able to recreate (for the most part) what my blog looked like on wordpress.com (using the Jetpack CSS Editor like you mentioned), but I am having a hard time with my header image and navigation bar. I just can't get it right - apparently the wordpress.org Delicacy Theme is slightly different.
Who can help me with this? I really don't want to have to spend $130 for the Guided Transfer just to get that fixed....

That's our aim - we'll do our best to make it look exactly the same.

The guided transfer does not include the cost of hosting, but if you signed up for hosting with one of our recommended hosts, we can use that account and you won't have to sign up for a new one.
