I uploaded a custom header image in Newsy but it displays below the nav bar instead of above it, replacing the default text.

I'm not sure I understand. What text is being replaced?
The custom header in Newsy is supposed to appear beneath the navigation bar -- this is part of the intended design.

Have a look at the link. I've got WordPress's default text header above the nav bar and the custom header below. On the Custom Header page it says "You can upload a custom header image to be shown at the top of your site instead of the default one." I take from this that my custom header should replace the text that now appears above the nav bar. Am I missing something?

Different themes work differently.
The Newsy theme displays header images under the navigation bar -- it doesn't replace your site title and tagline.
If you want to hide your site title and tagline, you could use some CSS:

I'm sorry, I'm going to argus a bit here. Newsy says it will display the custom header "at the top of your site instead of the default one." I should not have to buy an upgrade in order to make that happen.

I need help with this please. I hired a graphic designer to create a header because the description of the template says it is possible. If I cannot place the header myself I need someone at WordPress to do so. I am on deadline. Thank you!

The text you're referring to reads, "You can upload a custom header image to be shown at the top of your site instead of the default one."
Many themes include a default header image. The header image setting at Appearance -> Header allows you to upload a custom header image to replace this default header image.

I am not talking about "many themes." I have set up six or eight WordPress blogs so I know about themes. I am talking about Newsy. All I had to go on when I bought this theme was - x http://en.forums.wordpress.com/topic/header-in-newsy?replies=7#post-836515. I think it is reasonable that I understood the custom header, to be shown at the top of my site, would replace "Newsy Demo," which is at the top of the demo site.
I paid for this theme and I still like all the rest of it. But I want this one detail to work. And quickly.

Thanks for reporting this issue! I've pushed out some changes for Newsy and you should now be able to hide the header text in the Appearance → Header screen. Please let us know how this works for you!

We're most of the way there, but I want my custom header above the nav bar, not below it. That nav bar looks very lost up there. Thank you for all you are doing!

As that particular change would affect all users of the theme, this one would need to be modified via CSS by moving the nav bar down below the header image.

Unfortunately, it is impossible to make such a change on only one site. Might I suggest switching themes? It does not sound like Newsy is really working out as expected. You're still in the window of a refund. I know this is not the most ideal solution, but each theme is unique. Maybe there's one out there that would work better for this site?

I really like this template and I have done a lot of work filling it for my client so I really do not want to change templates. There is only this one thing wrong.
I was told I could make it work if I purchased the upgrade so it must be possible to make it work just for me, yes?

Yes, you could alter the theme for just yourself if you had a Custom Design upgrade, then you could use that to adjust the stylesheet (CSS) to effectively move the nav bar below the header image.

I feel like we are coming full circle. I don't want to buy the upgrade because the description of this template says I can put my custom header at the top of my site. And so far as I can tell there is nothing that says my "header" will not, in fact, go at the top but two levels down. If that had been clear I would not have chosen this template. I do not have time to change now. I was supposed to have delivered this site today.

Yes, that is a bit misleading, and we're going to clear that up. The header image will be placed wherever it is designed to appear in the theme, not necessarily the top.
You can cancel your Premium Theme and get a full refund within 30 days of purchase.
If you want to do that, please go to the Store section of your dashboard, where you'll find the theme in the list of your upgrades, along with a "Cancel" button.

I do not have time to do that. Also, I hired a graphic designer to produce a header exactly to the specifications of Newsy so I would have to incur further expense if I changed. I am hoping you will make this change for me because I got caught by a misleading description.

You would need to have a Custom Design upgrade and then make the changes through CSS.

You can't mislead customers and then tell them they have to buy something more in order to make it conform to your description. I can fix this with the upgrade but I do not want to be charged.

I'm sorry, but I cannot do that. This is how the theme is structured, and it would need a Custom Design upgrade to make the changes you're looking for.
We have 170 other themes available, and you might want to check those out to see if any is a closer match.
You do have up to 30 days to request a refund for the theme you purchased via the Store section of your blog's Dashboard.

I have pointed out that your description is misleading and you have acknowledged that it is. I have said that I am happy with everything else with this template. I have said I am on deadline. I was supposed to have delivered this site yesterday. I have noted that I paid a designer to make a custom graphic. If I changed now I would have to tell my client there is a delay because of WordPress and I would have to have my designer create a new graphic.
So far as I am concerned, this is bait and switch. But I am trapped. You win.

But (I'm really sorry, this is probably not at all in the job description of a Happiness Engineer) I don't seem to have the upgrade. I've restarted everything and it still won't let me in.
