Header nav bar–why won't it reflect menu structure

In menus I have this structure
About- Local almost always
Yet the navigation bar displays Local almost etc as a peer nav button to about.
Why, how fix?

Hi there,
I see that the page Local Almost Always Better was added as a sub page to Considerations as seen in the Custom Menu you set up when you go to Appearance > Menus in your Dashboard.
I do see that the page: Local <i>almost</i> always better is showing up has the Parent set to About as seen here:

Since you set up a Custom Menu that is not showing up on your site.
