The jpeg picture we have saved on our header bar gets cutoff when we exit the customization area. Check out http://www.privisionblog.wordpress.com to see what I mean. Can we move the jpeg down a little so it is centered along the right side of the header?

Hi,
I see that you've inserted that image in Appearance -> Background with the following options:
* Position: Right
* No Repeat
* Attachment: Fixed
* Background color: #91BEC1
My best — and most simple — suggestion is to create a new image in an image editor (sized 1280 pixels wide, with a height of 149 pixels according to this image), with that logo inserted on the right side of it, while keeping the rest of the background transparent.
Then, upload that new image in Appearance -> Header, making sure to uncheck "Show header text with your image".
Note that the Able theme is responsive, which means it can resize the content according to the size of the browser window, so this might not work properly.
So, with the Custom Design upgrade (included with the Value Bundle), you can edit the CSS in Appearance -> Custom Design -> CSS so the header image will be located along the right side of the header. (This will likely be your best bet.)
You can feel free to post in the CSS Customization forum if you'd like to go that route.

I tried to re-size using 'picture it' software and it won't respond. Is that option likely not to work? (Note that the Able theme is responsive, which means it can resize the content according to the size of the browser window, so this might not work properly.)

One other note. When I look at the page on wordpress it looks ok but when I pull up the site fromoutside wordpress is when it is messed up. Don't know if this is pertinent.

And now, I just went to the site again and it looked ok...or at least the top of the logo wasn't cut off...I don't know what is happening...LOL

I'm not sure, you'll likely need to contact the developers of Picture It if the software freezes.
You can also try GIMP, which is open source software for image editing.

The Custom Design upgrade is $30/year, and it's already included with the Value Bundle (which you have purchased).

I followed the directions and overall I like the look of the header area now except that the resized logo is fuzzy. How do I make it larger without the degredation of sharpness? Thanks
There original graphic will need to be either the right size, or larger and then sized down.
There is no way to make a smaller graphic larger without losing quality.
