I insert the same image into everyone of my photo galleries. I would like to draw this one image from my media library each time I need it, but it seems wordpress.com only allows me to insert a new image from my computer. Is there a way to do this without continually loading the same image into the library?

I'm assuming you are referring to your contact me image and as such, with the number of photos you are inserting in your Galleries, I heartily recommend uploading that image each time, which is the fastest, simplest way to get it into the Gallery, rather than trying to pull it in from the Media Library with "includes".
Alternatively, you could add it to your sidebar in an Image Widget instead.

You've confirmed for me that wordpress.com does not allow photo gallery insertions from the media library. I don't know if you are a helpful wordpress user or connected with the tech's, but I'd like to make this a feature request. It seems reasonable that if I can call up an image from my library to include in a post, that I should be able to insert the same image into a gallery.

Longtime user with quite a bit of experience with the Gallery feature.
There is a way to add images from the Media Library using "includes" and the image ID number. You can read about it at the bottom of the Gallery Support doc and in the FAQ I've written up on the feature.

If you need a demo, http://agallerydemo.wordpress.com/2011/03/15/include-from-media-library-gallery/ As you can see, this works well for a limited number of photos. But as you have tens of photos in each Gallery post, that is the reason I recommended simply reuploading your file again with each Gallery. Your file is all of 110K in size, so it won't be eating up your 3GB of upload space even if reused.
If it were me, I'd add a widget since it is then present on all posts and pages where the sidebar shows.
I believe that TPTB are well aware of the limitations of Media handling in the current iteration and for the past 3 years they've talked about revamping it. Hopefully one day they'll get to it.
