In general, no. Flash cannot be directly used here for security reasons. There is the possibility of using the gigya shortcode in a text widget sized to the size of the header and then that is positioned via inline CSS up and into the header area, but it is quite a lot of work and I've never tried it. For more information on the gigya shortcode, go to this site and look under the "gigya" category.
