I came across a blog that is the way I want to design my blog.

I selected the Theme called "Parament" but it the background still scrolls up with the posts. How can I change to be line the above example?

Showing the background image only once is specified by the background-repeat property. The CSS looks something like this:

{<br />
background-image:url('exampleimg.png');<br />
background-repeat:no-repeat;<br />
}
