On my blog, and under each file title (or hyperlink), how can i give visitors two (2) choices :
1) to open the file and read it directly.
2) to download the file on their computer.

If you would like to embed an actual document into a post or page, you can use Scribd. http://en.support.wordpress.com/scribd/
At the bottom of each post and page you can now include sharing buttons for your readers to share your content across a range of social networks/services. One of those choices you can make is a "print" option. http://en.support.wordpress.com/sharing/
