I am creating a private blog, to allow the people I want to be users. But when I send them invitations, do they have to create a blog or an account to became users of mine?

They have to create an account at WP.com but not a blog. There's a link during the sign up process that says Click Here to Create a Blog/ No Thanks, Just Give Me An Account.
