   How can I publish my blog? it doesn't come up even when the address is typed in full

   The blog I need help with is chefdeeskitchen.wordpress.com.

   http://chefdeeskitchen.wordpress.com/ works just fine for me.

   If you mean search engines can't find you, that is because you have zero original content on that blog. Search engines are only interested in unique content and will wait up to seven weeks before listing your blog, to make sure you are going to be a reliable source of original content.
