I installed a snowing screen plugin somehow a couple years ago to my blog (zacharystephenmiller.wordpress.com) and now cannot access a plugin tab to delete it... please help, it is obnoxious...

You didn't install it, that's a built-in feature that comes around for the holidays.
From Settings -> General in your blog's Dashboard, uncheck "Show falling snow on this blog."
