The .txt is coming from that blog, like, not from a linkd site or something.

upload a textfile and link to it. Your browser interprets the format and shows the contents of the file
to get the txt url from your blog, go to dashboard ->manage->uploads after you have uploading your txt or any other file. then click on the desired upload for the url. if you paste that url on your blog, your readers can download the file (i think, haven't done this before).
