   I want to add a Nuff Nang add in my side bar. But i do not have the basic css version, that comes free when i signed up with WP. Do I need to purchase the CSS editor to be able to do this or how?

   Paid advertising is not allowed at Wordpress.com unless you're part of the VIP program, which costs $600 per month.
