Invite New Users defaults to a Follower role, yet All Users does not show the Followers and there seems to be no way to change a Follower to an actual User.
How can this defect in the UI be entered into the bug database?

Does your follower have a wp.com account?
Follower does have a wp.com account. She entered her email address and invited herself while I was signed in as admin, but she neglected to change the default setting to Author. This is a mistake I too have made in the past.
There should not be a Follower option in Invite Users, let alone as default, if it is not going to show up in All Users, where the role can be changed.
Hi there,
It sounds as if you will need Staff help. Please provide the username of the follower and note that I flagged this thread for Staff assistance.
She'll need to have a WordPress.com account to be added as an Author.
You'll have to re-invite her from Users -> Invite New in your blog's Dashboard.
Please note that Followers are email subscribers, which is why it's an option.
