If you are talking about this site, http://yocomo.org/ , then what is shown in the title bar of the browser is the title you set for the site at settings > general. What is below the title is the "tagline" and that is also set or changed at settings > general.
What is in the title bar on the browser cannot be changed separately from the site title itself that is set at settings > general.
