I would like to transfer or export my wordpress.com subscribers to my new self-hosted blog. The website i'd like to export the list from is entertheqann.wordpress.com.
The website i'd like to import the list to is delightfulcritics.com.
Also, is there a way to redirect visitors to my new site url? Can I do it on my new web host or do I have to do it here at wordpress.com?

If you install the Jetpack plugin, staff can move your subscribers over for you.
You can use the site redirect upgrade to redirect your visitors to your old URLs to the new URLs.
I have the Jetpack plugin installed now for my new website. Can a staff member please move my subscribers over for me to this new site?
