How do I give this address to another user?

Have her set up her own account.
Then go to your "My Blogs" area and there will be a Transfer Blog option under the blog - click on that and fill in your sisters account name - a couple of clicks later she will have the blog and you will be gone from the blog completely - then if she needs help she will need to add you as a new user
