   Go to media library and Add New

   Click on the Select Files - paste the URL of the picture (NOT the URL of the page - you might need to do some fiddling here to get the right URL) in the bottom of the pop up box where it says File Name

   Yes not completely intuitive

   This has a bit easier way - you need to open a fake Post

   The link I gave above seems to hot link to the picture not actually put it into your media library - so the clunky method I gave in the first answer gets the picture into your media library
