How do I upgrade to Custom CSS?

    I'd like to upgrade to Custom CSS but I don't see where/how to do this.

    The blog I need help with is goldieblox.com.

    When I click on the "Custom Design" link, the "Buy Upgrade" button isn't an option. There is only an "Upgrade Active" button.
