Does anyone know how you can add a tags or categories page to the horizontal navigational menu below the title? Please reply.

You can use a custom menu to add a category or tag page to your navigation bar:

Please note that you must have at least one post with a tag or category for the menu to show anything…
If you have no posts assigned to a category (or to a tag) then there is nothing to show until you write a post.
