How to add meta tags?

    I want to add meta tags for the alexa metering system .
    I cannot upload a file, so is there any way to add meta tags by hand?

    This is a multiuser blogging platform. We do not have access to the database and cannot add any metadata to free hosted WordPress.com blogs.
