Self-hosted blogs stand alone. They cannot be connected to wordpress.com.

WordPress.com and WordPress.org are completely separate blogging communities. That's why the WordPress.org self hosted install does not appear in your WordPress.com "My Blogs" drop-down menu. It's only for your free hosted WordPress.com blogs.
