How to add this frame

    How to add a frame like this: http://i50.tinypic.com/ru3dpi.png on my whole publication or only in the picture, which I want? My blog is free and the blog from the picture is free too. P.S. - my site and this from the picture are with the same theme, so.. I hope you understand me. :/

    The blog I need help with is bobonika1212cp.wordpress.com.
