Provided you are logged in under the username account that registered the blog then, Site titles (Blog Names) and Taglines located here > Settings > General can easily be changed at any time.
You cannot edit a URL. Provided it's available, you can register a new blog with the URL you want. Then you can make the blog you don't want to use private and us it fore testing and backup purposes.

Alternatively, you can purchase your own domain via a domain mapping upgrade and then what the URL of the underlying .wordpress.com blog is will not matter.
