I'd like to create a discussion "board" as part of my blog, and I've read you can create a second blog in order to do this. Can you help with the formatting and links to my current blog?

Yes you can do this. You register another blog and use the P2 theme. Then you create a custom menu and include a link to it in the menu. For specific instructions see here http://onecoolsitebloggingtips.com/2012/04/23/wordpress-com-forum-options/

There's no way to do that on the wordpress.com platform. You'd have to go self-hosted.
There are quite a few free forum sites out there where you could create one and link to it from here, but no way to embed one directly.

The blogger did not ask about embedding a forum. Please be aware that I have been aware that we cannot embed forums for nearly 6 years longer than you have even had an account here. I suggest that you read my blog post as it provides detailed instructions for 3 other options.
