In the documentation Comment Reply via Emailshows the option as you mentioned above I've been trying to hunt down an answer for you but I can not seem to find any I'm guessing staff removed the option to activate or deactivate in your case.
I will modlook the thread to alert staff for you.

Thank you. I was suspecting the option was removed but wasn´t sure whether it is only in the Slovak mutation of WP or not.

That appears to have been removed from the core WordPress software a while back. I'm looking into why and if it can be added back, but for now I'll at least update our documentation.

I do apologize, this was never a feature in the Core WordPress.org software and has always been a WordPress.com-only feature. I got my wires crossed there.
The option has been removed pending a bit of an overhaul to the feature itself.
