kathyagI'm using onswipe and the "Sign me Up" only appears at the bottom of my first post. It is difficult for readers to find and subscripe to my blog. I would like it to appear on my cover page or at least on my latest post. How can I do that?

There's no way to do that in the OnSwipe theme itself, however you're using Twenty Eleven, which actually adapts to smaller screens.
Try disabling your iPad theme at Appearance -> iPad and check it out.
