how to install WordPress (Version 3.3.1) locally on apache server ???

    I am trying to install WordPress (Version 3.3.1) on Apache server in my pc. I am using Windows Xp. But I unable to install, because this version of WordPress (Version 3.3.1) needs higher version of php.
    So, now my problem is I need to upgrade Php on my apache. So Please... Kindly tell me how to upgrade Apache, PHP, and MySql for WordPress. I wanted to create my blog locally first..

    The blog I need help with is webtutplus.wordpress.com.

    You need to head over to wordpress.ORG for support on that as that is where the software you will be using comes from and is supported.
