Take out an ad in your local daily newspaper. I found that works every time.
I started out about 6-7 weeks back. I told nobody I knew, and didn't promote myself on twitter or Facebook, as I didn't want my friends to awkwardly pretend to like it.
I only started to get traction with an audience as of last week.
I enjoy browsing in my spare time looking for blogs in humor which catch my eye, and if I find a post I like, then I'll 'like' it, sometimes comment on it, and once in a while follow it. In a two weeks I went from 100 to 600 views, and now have 55 followers (is that good after 6 weeks? I've nothing to compare against).
Just out of pure curiosity, I'm blog-fasting today. I've deliberately forced myself to visit no blogs (OK, i saw one). I wanted to see just how many views I'd lose in a day if I wasn't active in the community. At my current rate of visits I'm down about 50% in views based on the last few days.
So if you want to grow, you have to start internally, mix with the population, and keep mixing. If your stuff is good, you might get lucky and have somebody here do a bit of promotion for you, and it'll leak out to other media sites.
However, even if I dropped to no views this would still be my outlet for the nonsense that pops into my head every now and then. If there's an audience for what I do then great, and trust me I'd like to find it, but if you're doing this because you think it'll lead to fame and fortune you're not going to have fun.

I am recently working on digital magazine blog regarding web design and related stuff. I also own few other sites and blogs and wish to share my new blog with my existing readers. To do this i'll have to issue a newsletter to my readers of those sites and blogs and will place my blog's link and an ad on my own blogs. Is it ok to do this according to tos ? And if link exchange is allowed with other websites and blogs at WP or other Blogging platforms? Thanks in Advance.
Advertise on other blog sites. Obviously advertising on here is getting your name out. Find other blog sites that interest you and work from there.
I average out at about 0 views but I don't care as long as I can get the stuff in my head out and on "paper". I think that's the best part of it all, I am the only audience I need. Promoting on Facebook or Twitter will only get you so far. Twitter especially is full of people posting links. With social media you have to invest a lot of time forming relationships.
You can tag your posts so that they align with some of the major topics found in the global tag pages. The bigger the font on the tag, the more popular it is in terms of numbers of posts. I specialize in humor as most people here know and always tag my posts accordingly. If you have good titles people may click on your link.
Reading other blogs and commenting is to me one of the best ways to gain a following. When I started my blog back in October I did this (and still do) relentlessly. I have 137 WP followers now and average about 200 hits a day give or take.
You can also try guest posting on blogs within your niche. Many experts will tell you that is the best way to gain exposure. I am currently working on pitching some guest post ideas. The key there is you want to solicit blogs with a larger following than yours, but again you need to form relationships.
At the end of the day, as everyone will always say, content is king. If you write quality stuff and take time to build relationships people will come.
