After the import of materials other blog at http://par4inskij.wordpress.com it stopped working. How do I restore it (clean or delete and create a new one)?

It appears that your blog has been suspended. You need to contact staff. I understand that they send an email with a link to do this when a blog is suspended, you need to use that link and find out why your blog is suspended and what you need to do for it to be reactivated.
