The hypertext-insert popup window opens but is blank. The problem occurs in both IE8 and Google Chrome. I have tried the "refresh" fix suggested on this Forum without success. Turning off virus checker does not help. Does anyone have an idea how to fix this issue?

I'm sorry but wthe blog linked to your wordpress.com user name is not a wordpress.COM blog. If you are actually referring to a wordpress.COM and not the one linked to your wordpress.com username then please post the URL for the blog in question.
We provide support only for blogs being free hosted by wordpress.COM blogs on this forum. Those who have blogs hosted elsewhere must post to this forum for support http://wordpress.ORG/support/
Thank you Timethief for pointing out the link error. It is now fixed and points to my WordPress.com blog: http://highsierratrader.wordpress.com/
The first thing to try is clearing your cache and cookies and logging in again.

The second thing to try is to use another browser like Firefox.
Clearing cache and cookies using IE8's "Delete Browsing History" default values does not help.
I review the default settings and note that the control box "Preserve Favorites Website Data" is checked by default. I uncheck it and run Delete History again. This works! The hyperlink popup window is now populated with its fields.
I go through the same steps with Google Chrome. The hyperlink popup still comes up blank. Oh well, I am back in business with IE8 at least.
