My domains and Custom design are due for renewal, but there is no option to pay / renew. This is on page: https://barrowinfurnessrc.wordpress.com/wp-admin/paid-upgrades.php?page=my-upgrades. I believe the ownership of this site has transferred to me.

No, you're just an Administrator of the blog.
The blog and its upgrades are still owned by the other Administrator.
Either that user needs to renew the upgrades, or that user needs to request that the upgrades be transferred to your account.
