I purchased the "custom design" package thinking that it would allow me to install my own custom template, but it does not. I think I need to instead go to wordpress.org and install it there.
I would love to get a refund for my $30 custom design purchase as I will not be using it at all. Instead I have hosted my wordpress site with a third party and I will be uploading my own template there.

WordPress.com provides a 30-day refund on all of our upgrades except Domain Registrations, Domain Renewals, and Guided Transfers. You can request the refund yourself directly from your Dashboard. If you are having trouble doing that the here's the contact link for Staff http://en.support.wordpress.com/contact/
