   I need my blog is called: santiosakar.wordpress.com, but I used this name before and now I can not reuse

   The blog I need help with is eldespertarsantiosakar.wordpress.com.

   You won't be able to do that:
   from http://en.support.wordpress.com/recycling-blog-names/

   That site was deleted:

   santiosakar.wordpress.com is no longer available.
   The authors have deleted this blog.

   from http://en.support.wordpress.com/delete-site/:

   If you delete a blog you will not be able to get it back and no one else will be able to use that blog address. You must be sure you never want to use the blog again if you delete it.

   You could opt for an upgrade with domain mapping (if the domain is available):
   http://en.support.wordpress.com/domains/register-domain/
