Hello, my blog is on WordPress.com, I read somewhere that I should move it to wordpress.org so I can use plugins? I want to add new features to the site such as the GD Star Rating and the translation feature.
Who should I contact so they can do the moving for us? How long will it take? And how much does it cost? ...Thank you in advance!

You can do it yourself easily. Get paid hosting from somewhere and install WordPress.org software in it. Then: Go to Tools->Export and hit Export, and on the new blog dashboard, go to Tools->Import and import it. Then set the posts on your old blog to Private except for one page that directs people to the new blog.
Alternately, you can buy the Paid Guided Transfer for $99.

You be welcome - my guess is that the service was more popular than they thought and more work and time than the first estimates - when they shut off the transfers at the start for a while I would not be surprised if they spent some time writing some software for transfer tools
