if i upgrade my account to "WordPress Value Bundle" can i use my own themes. i mean can i upload theme which i bought for wordpress.org (self hosted).

No. There is no upgrade that you can purchases that provides FTP access and the ability to upload themes and plugins. There is no upgrade that changes anything stated here > http://support.wordpress.com/com-vs-org/
