In addition to keeping a web log, I want to provide my readers with technical information. This information is prepared in brief documents I keep on my hard drive. So, how do I upload these documents to my site?

In your dashboard while viewing the Edit Post/Page screen, you can click the Add Media button located above the editor.
Alternatively, you can upload supported filetypes by going to Media -> Add New in the left hand menu.
Since you're just starting, I'd also recommend going through Learn WordPress.com to get up to speed with using WordPress.
