Please be aware that the "build it and they will come" slogan does not apply to blogs. There is no such thing as passive blog promotion. Blogging is both competitive and cooperative. We are all looking for readers and hoping they will leave comments. The best places to look for them is in similar blogs within the same niche.
As the in flow of readers is the consequence of actively promoting your blog both within the wordpress.com community and beyond it, I believe these posts I link to below may be helpful to you. Social networking tremendously expands the audience you can connect with. If you do not use social media and social networks to promote your blog posts and blog, then you will find building a growing readership is more difficult as the audience you reach will be very limited.

the best advice i can give is stop worrying about how many readers you have...work on your quality. if you enjoy what you do, others will too. that's when you need to start promoting. get out there as much as possible and read similar blogs as yours. take advanatge of every resource...but worry about your quality and ejoyableness rather than reader count... i joined wordpress with 4-5 years worth of poetry journals to share with the world...i shared elswhere in the world of blogging and was doing pretty well...so i came here to get it moving more....enjoy it and make the magic happen.
