Hi,
I'm trying to import a blogspot blog to a wordpress blog, and everytime I go through the instructions in the import section, a page comes up saying just 404.
Is the site down or something? Or, as I strongly suspect, am I just a little dim.

Sadly the forum search box is quite full of posts from folks who had problems importing from Blogger and as to whether or not their site is up or down, we don't know. What you will find in the threads is that during the busiest part of the cyber day in North America (like now) the Blogger site is very hard to access.
Best bet would be to try earlier in the morning US time. Blogger has issues on many occasions. I think some folks wind up just cutting and pasting to be honest. You're going to have to do that anyway if you have pictures on your blogger site as they won't come across nor will blogger allow you to just link to them.
