How do you upload a theme template? I do not have wordpress pro and have not purchased the 30$ CSS/font package. Is it still possible for me to install a theme?

I'm sorry, but themes can't be uploaded to WordPress.com. That's a feature of self-hosted blogs through WordPress.org.
You may use any of the available themes we have under Appearance > Themes in your dashboard, and you may want to look into purchasing the Custom Design Upgrade to customize one of the themes we offer.

You can't install themes from outside WordPress.com on a Wp.com blog at all, regardless of upgrades.
