   What is the best way to install a custom CSS theme? It has it's own custom images as well. Do I have to have VIP hosting? Or, can I use the sandbox theme and 'skin' it?

   To install a custom CSS theme? Adapt Sandbox. You can't just drop code in from somewhere else. You cannot paste in a theme you've developed external to WP.com and expect it to work. Use the free preview to see if you can get it to work the way you want and once you've got it working then make the purchase of the CSS upgrade.

   VIP hosting will allow you to do nearly anything, but its current cost is, I believe, $600 per month, IF you're accepted.
