I just downloaded a theme from Elegant Themes, but when I go to WordPress > Dashboard > Themes - I don't have the option to "Install Themes".
Do I have to have a paid account with WordPress? :(

The only themes we can use on free hosted WordPress.COM blogs are found on your dashboard here > Appearance > Themes
You will have to return the theme your purchased and request a refund, or hire a web host and set up your own WordPress.org install to use it.
There is no upgrade that you can purchase from WordPress.com that provides FTP access, the ability to install plugins, third party themes and software into free hosted WordPress.com blogs.

Another option is to pay for your own domain name and host your blog using a hosting company that comes with the WordPress download script.
I purchased my own domain name, paid for hosting from bluehost.com, downloaded the WP script and was able to install any theme that I liked.
There are many free themes available at WordPress blog Appearance > Themes category. You can choose one from there.
If you are not satisfied with any of them, try for a paid theme option.
