No. Purchasing domain mapping provides domain mapping an nothing else changes. There is no upgrade you can purchase that allows FTP access and the ability to install plugins. Only those with WordPress.org installs can use plugins http://support.wordpress.com/com-vs-org/
But if you state what you're trying to load, there may be a WP version or workaround.
