I'm sure this is not possible, but wanting to ask. I have one follower for my blog constantly adding unconstructive and rude comments. While I am deleting them, as opposed to publishing them, I was wondering if there is a way to block an individual from accessing or commenting on your blog?

The blog I need help with is proquals.wordpress.com.
Short answer: No.
Long answer: there's no way you have to constantly patrol your site. Put their email AND username in your Moderation box under Settings->Discussion->Moderation.

It would be great feature if introduced in the further updates, but currently it is not possible.
