Provided you are logged in under the username account that registered the blog then, Site titles (Blog Names) and Taglines located here > Settings > General can easily be changed at any time.When it comes to changing the URL or blog address see here and read everything very carefully at least twice before doing anything > changing a blog address > http://en.support.wordpress.com/changing-blog-address/
