We've been wanting to switch to wordpress from blogger and started almost two years ago, but stopped because I couldn't figure some things out, so the question becomes if we start to do this again can I add the to the WordPress site from where I left off to the present from Blogger? or just blank everything and start again?

You should be able to import the contents of your Blogger blog via Tools -> Import in your WordPress.com blog's Dashboard.
